It seems like the odds are not in Gary's favor. In this case he has decided that he will not be directing the second installment of 'The Hunger Games' trilogy. Ross released a statement to Lionsgate explaining his departure, stating he does not have the time he needs to write and prep for the movie.
Lionsgate then released a statement wishing Ross the best in hopes the studio will have the chance to work with him again.
Although one can understand it is an extremely tight deadline for any director to meet. We can only hope who ever steps up to the plate can deliver the movie with the same creative vision Gary has left us with. In 'Hunger Games' style...
